Before you collect a single euro of Airbnb income, before you sign a property management contract, before you even file ΕΝΦΙΑ, you need a Greek tax identification number. ΑΦΜ (Greek tax ID) is the gateway to every Greek bureaucratic interaction: ΑΑΔΕ (Greek Independent Authority for Public Revenue) filings, myAADE login, ΑΜΑ (Property Registration Number) registration, ΕΝΦΙΑ payment, Climate Resilience Fee returns. This guide walks through the 5 steps of obtaining ΑΦΜ as a non-resident from London or NYC, the AKE (digital signature) you will need afterwards, and the 4-week realistic timeline.

Non-resident foreign owners enjoy the same property rights as Greek citizens (with the narrow exception of border zone restrictions that no longer apply to UK and US passport holders since 2014). What you do not have, by default, is a Greek tax presence. Without ΑΦΜ you cannot register your property at the Greek cadastre, you cannot connect electricity in your name, you cannot list legally on Airbnb because the platform requires a valid ΑΜΑ that itself requires ΑΦΜ, and you cannot file the mandatory tax returns that Greek law imposes on every property owner regardless of residency.

Step 1: Choose the Right ΔΟΥ for Non-Residents

ΔΟΥ Κατοίκων Εξωτερικού (Tax Office for Residents Abroad) in Athens is the only ΔΟΥ in Greece authorised to issue ΑΦΜ to non-residents who do not yet hold a Greek tax record. Some confusion exists online because Greek tax residents who later move abroad can keep their original ΔΟΥ. As a fresh foreign owner you must apply through ΔΟΥ Κατοίκων Εξωτερικού, located at Metsovou 4, Athens. The office accepts remote applications via three channels: postal submission, courier (Speedex, ACS, DHL) and the myAADE Digital Reception portal. UK and US owners typically use the consulate-legalised postal route, which is slower but more reliable than the unattended digital queue.

Required documents for a UK applicant: passport copy certified by a UK solicitor or notary public, proof of UK address (utility bill not older than 3 months), the title deed of the Greek property (συμβόλαιο), the M1 form (application for ΑΦΜ) signed and dated, and the M7 form if you intend to appoint a tax representative simultaneously. US applicants need the same package plus an apostille on the passport copy under the Hague Convention. Translations into Greek are not mandatory at this stage but are strongly recommended for the title deed and any UK or US documents.

Step 2: Appoint a Tax Representative (Mandatory for Non-Residents)

Every non-resident with a Greek tax record must appoint a φορολογικός εκπρόσωπος (tax representative) who is Greek tax resident, holds a Greek ΑΦΜ and accepts personal joint liability for receiving ΑΑΔΕ correspondence on your behalf. The tax representative is not your accountant by default (though many Greek accountants double up). Their role is narrowly defined: receive notices, hand over to you, sign ΑΑΔΕ acknowledgements where required.

Cost benchmarks for 2026: 200 to 500 EUR per year for a passive tax representative who only handles correspondence. 1,200 to 3,000 EUR per year if you bundle them with full accounting services (E1, E2, ΕΝΦΙΑ, Climate Fee monthly). Step 3: AKE Digital Signature for myAADE Access

Once ΑΦΜ is issued (3 to 5 weeks via post, 6 to 10 weeks via the Digital Reception portal), you receive Κωδικοί Πρόσβασης (myAADE access credentials) by encrypted email. Pre-2024 these credentials alone were sufficient for online filings. Since the 2024 cybersecurity overhaul, most sensitive operations (changing your tax representative, filing E2 with edits, downloading certified tax certificates for foreign banks) require AKE (Αναγνωρισμένη Κρυπτογραφική Ηλεκτρονική σύσταση, the Greek qualified digital signature).

AKE provision happens through certified providers (ADACOM, Byte, Athens Exchange Group) at a cost of 80 to 150 EUR for a 2-year USB token or cloud-based signature. Foreign owners typically order through ADACOM because it ships the USB token to a UK or US address with English-language activation instructions. The token plugs into your laptop and signs PDF forms or web actions on the myAADE portal. Without AKE you can read your tax record but you cannot easily edit it from London or NYC.

Step 4: Consular Legalisation of Foreign Documents

Documents issued in the UK (passport copies, address proofs, marriage certificates if you co-own with a spouse) need apostille certification under the Hague Convention before any Greek tax office accepts them. The UK apostille is issued by the Foreign, Commonwealth and Development Office in Milton Keynes, takes 2 to 5 working days by post and costs GBP 30 per document. US applicants apostille at the Secretary of State of the issuing US state (the federal Department of State is only required for federal documents).

The Greek consulate in London (Holland Park) and the Greek consulates in New York and San Francisco can also legalise translations into Greek through their certified translators (cost 40 to 80 EUR per page). Some ΔΟΥ accept English-language documents accompanied by a sworn translator declaration; others insist on a Greek translation stamped by the consulate. Step 5: Activate ΑΦΜ for Property and STR Operations

The ΑΦΜ alone does not activate your property income flow. After receiving the number you must complete two additional myAADE actions: link the property to your tax record (Δήλωση Ε9, the Greek property register declaration) and declare your intent to derive rental income (Δήλωση Έναρξης Δραστηριότητας for short-term rental activity, code 55.20.19.00 on the KAD nomenclature). The E9 declaration is one-off (only update on changes); the activity declaration is one-off too unless you scale to 3 properties when ΑΑΔΕ reclassifies you as a business and forces a different KAD plus ΦΠΑ registration.

Once these are filed you can register for ΑΜΑ (Property Registration Number) on the dedicated Μητρώο Βραχυχρόνιας Διαμονής portal, link it to ATAK (cadastral identifier) and start listing on Airbnb or Booking. ΑΜΑ issuance is automatic if all upstream data matches; rejections almost always trace back to E9 mismatches (wrong square metres, wrong cadastral reference, missing parking or storage spaces).

Yes. If you fly to Athens you can walk into ΔΟΥ Κατοίκων Εξωτερικού at Metsovou 4 with your original passport, original UK or US property purchase documents and the M1 form. Do I need a Greek bank account before I apply for ΑΦΜ?

No. ΑΦΜ comes first. If you lost both, your tax representative can request a duplicate at ΔΟΥ Κατοίκων Εξωτερικού with their own AKE signature. From abroad alone, the only route is consular reissue, which takes 6 to 8 weeks. This is why the AKE digital signature in step 3 is so important: it lets you self-serve.

Can a US LLC own the Greek property and skip the ΑΦΜ?

The LLC also needs a Greek ΑΦΜ (a corporate one, prefix 9 or 8) and the same tax representative obligation. The personal ΑΦΜ of the LLC manager remains useful for visa-related interactions and any personal capital gains on a future sale. A US LLC adds no tax advantage in Greece because ΑΑΔΕ taxes Greek-source rental income at source regardless of ownership vehicle.

Is the tax representative liable if I underdeclare income?

Joint and several civil liability under art. 8 ΚΦΔ for tax due on returns the representative signed or filed. Criminal liability remains personal to you. This is why most Greek tax representatives insist on a written disclaimer requiring you to provide all bookings data quarterly: they want a paper trail showing the figures came from you.
