Fire safety is not optional for French meubles de tourisme. French law imposes specific obligations on hosts, regardless of the size of the property or the number of guests. Failure to meet these requirements exposes the owner to criminal liability in the event of an incident, and to administrative sanctions from local authorities. For foreign non-resident owners managing properties remotely, knowing exactly what is required and how to verify compliance from abroad is essential.

The Legal Framework: Key Legislation

The fire safety obligations for meubles de tourisme derive from several pieces of legislation:

  • Loi Alur (Law no. 2014-366 of 24 March 2014): made the DAAF (Detecteur Avertisseur Autonome de Fumee, i.e. autonomous smoke alarm) mandatory in all French residential accommodation, including meubles de tourisme. The obligation applies to both owners and tenants.
  • Decret no. 2015-1091 of 28 August 2015: specified the technical requirements for DAAFs: they must comply with European standard EN 14604 and bear the CE marking.
  • Code du tourisme, art. L324-1 and following: places general safety obligations on operators of meubles de tourisme, including the duty to ensure that guests have access to safety information and that the accommodation meets applicable safety standards.
  • Arrete du 25 juin 1980 (ERP standards): applies to meubles de tourisme classified as Etablissements Recevant du Public (ERP) when they accommodate more than a certain number of guests. Most small meubles de tourisme are not ERPs, but larger properties or those in collective buildings with shared areas may be.

Mandatory Smoke Detector (DAAF): Requirements and Installation

Since 1 March 2015, every dwelling in France must be equipped with at least one DAAF. For meubles de tourisme, the requirement is the same as for residential properties, but the host has an additional obligation to verify that the device is operational before each guest arrival.

  • Standard required: EN 14604 with CE marking. Battery-powered or mains-connected models are both acceptable. 10-year sealed battery models are strongly recommended for remote owners (no battery changes needed).
  • Number of devices: at least one per storey (floor). A two-storey property needs a minimum of two DAAFs. Properties with open-plan layouts covering more than 60 m2 need a second device on the same floor.
  • Placement: ceiling mounting in the corridor or landing giving access to the sleeping areas. Not in the kitchen, bathroom or garage (too many false alarms).
  • Testing: test the device before each guest check-in. For remote owners, instruct the cleaning team or property manager to test the smoke alarm and confirm it is functioning as part of the changeover checklist.

Fire Extinguisher: Recommended but Not Always Mandatory

A fire extinguisher is not legally mandatory for meubles de tourisme that are not classified as ERPs. However, it is strongly recommended and is included as a criterion in the Atout France star classement grid:

If you are pursuing star classement (which gives access to the 71% micro-BIC allowance), fitting a fire extinguisher is effectively mandatory from 2 stars upwards. Choose a 2-kg ABC dry powder extinguisher or a 2-litre water-based model. Have it serviced or replaced every 5 years. The maintenance label must be visible on the extinguisher.

Carbon Monoxide Detector

Carbon monoxide (CO) detectors are not yet legally mandatory for all French meubles de tourisme in 2026, but they are strongly recommended by the Observatoire National du Monoxyde de Carbone (ONMO) and are increasingly included in local safety bylaws (arretes municipaux) in Alpine and Pyrenean ski resort communes. A CO detector is mandatory if the property has:

  • A gas boiler, gas fireplace or gas water heater (chaudiere gaz)
  • A wood-burning stove (poele a bois) or pellet stove
  • An open fireplace (cheminee a foyer ouvert)
  • Any fuel-burning heating appliance in an enclosed space

A basic plug-in CO detector complying with EN 50291-1 costs between 20 and 50 EUR and should be placed at head height near sleeping areas. Replace it every 7 to 10 years (check the manufacturer's specifications).

Evacuation Plan and Safety Instructions

Meubles de tourisme that are part of a larger building (apartment block, residence de tourisme) or that accommodate more than 6 guests must provide:

  • Evacuation plan: a schematic floor plan showing all exits, emergency escape routes and the location of fire safety equipment. Must be posted on the back of each bedroom door and at the main entrance.
  • Safety instructions: a document (in French and, for international guests, in English) explaining what to do in case of fire: how to raise the alarm, how to evacuate, where to assemble, and the emergency number (18 for fire brigade, 15 for SAMU, 112 for European emergencies).
  • Emergency contact information: the host's emergency phone number must be clearly displayed in the property, together with the address of the property for use in an emergency call.

For properties in apartment buildings, the immeuble (building) must also comply with the fire safety regulations applicable to residential buildings (Decret no. 2011-1116 of 16 September 2011), including maintenance of common stairwells, fire doors and emergency lighting. The syndic de copropriete is responsible for building-level compliance, but the individual owner of a meuble de tourisme shares liability if their apartment contributes to a fire that spreads to the building.

Practical Checklist for Remote Owners

If you manage your French meuble de tourisme from abroad, use this checklist to verify and maintain fire safety compliance without being on site:

  • Smoke detector (DAAF EN 14604): installed, tested, 10-year battery model preferred
  • Carbon monoxide detector (EN 50291): installed if gas or solid-fuel heating present
  • Fire extinguisher (2 kg ABC): installed in kitchen, serviced within last 5 years
  • Evacuation plan: posted on bedroom doors and entrance
  • Safety instruction sheet: available in French and English
  • Emergency numbers displayed: 18 (fire), 15 (SAMU), 112 (general)
  • Host emergency contact: displayed prominently in the property
  • Gas boiler annual service certificate: up to date (mandatory under art. R241-1 of the Code de la Construction)
  • Electrical installation: if the property was built before 1990, consider an EDD (diagnostic electrique) which is recommended although not mandatory for STR

Insurance Implications

French home insurance (assurance habitation) policies for meubles de tourisme typically include a liability clause (responsabilite civile) covering damage to guests. However, most standard policies contain clauses that invalidate cover if the owner fails to comply with mandatory safety requirements. Specifically:

  • Absence of a mandatory smoke detector (DAAF) may invalidate cover for fire damage under some policies.
  • Non-functioning or absent CO detector in a property with gas appliances may invalidate cover for CO incidents.
  • Failure to maintain the gas boiler annually (required by law) can void gas-related incident claims.

Take out a specific meuble de tourisme insurance policy (assurance meuble de tourisme) rather than relying on a standard residential policy. Several French insurers (Maif, Macif, April, Hiscox France) offer dedicated STR policies that cover up to 10 million EUR of third-party liability and include automatic compliance checks.
