RC Insurance for Italian Short-Term Rentals 2026: Helvetia, Generali and Allianz Compared

RC (responsabilita civile) liability insurance is mandatory for CIN registration in Italy since the DM Mininterno of 6 June 2024. As a foreign owner or non-resident host, you must obtain an Italian or EU-recognised RC policy before your CIN can be issued. This guide compares Helvetia, Generali and Allianz: coverage, limits, costs between 50 and 200 EUR per year, and how non-residents can apply.

When the Italian Ministry of the Interior issued the DM of 6 June 2024, it made public liability insurance (polizza RC) a prerequisite for obtaining a Codice Identificativo Nazionale (CIN) through the BDSR national database. Without a valid RC policy uploaded to the BDSR portal, your CIN application cannot be approved. Without a CIN, your listing on Airbnb and Booking.com cannot legally appear from 20 May 2026 onwards under EU Regulation 2024/1028.

For UK owners, Irish property investors and US nationals with Italian apartments, navigating Italian insurance products as a non-resident adds an extra layer of complexity. This guide explains what the policy must cover, how to obtain it as a non-resident, and gives a direct comparison of the three main products in the Italian STR market.

What the RC policy must cover

The DM Mininterno of 6 June 2024 does not specify an exact minimum coverage limit, but the policy must cover third-party civil liability of the activity holder for bodily injury and property damage occurring in the property during tourist rental periods. Three risk categories must be covered:

  • Personal injury to guests (RCT for bodily harm): if a guest slips in the bathroom and breaks a wrist, or if a ceiling fitting falls and injures a visitor. Medical costs and compensation for permanent injury can reach hundreds of thousands of euros under Italian civil law.
  • Property damage (RCT for material damage): if a guest causes a fire, flood or structural damage to your apartment or to a neighbouring property.
  • Owner/lessor liability: damage caused by the property itself due to structural defects, faulty installations or failure to maintain the property to required standards.

The policy must be valid at the time of BDSR registration and must be renewed before expiry to maintain CIN validity. The BDSR does not send expiry reminders: as a foreign owner managing remotely, set a calendar reminder at least 30 days before your policy renewal date.

AirCover does not replace Italian RC insurance

This point causes significant confusion for English-speaking hosts. AirCover, Airbnb's host protection programme, is not an insurance product and does not satisfy the Italian RC insurance requirement for CIN registration. AirCover is a commercial guarantee programme that provides:

  • Coverage for guest-caused damage to your property (up to 3 million USD).
  • Some liability protection for injuries to guests (up to 1 million USD).

Critical limitations relevant to Italian compliance:

  • AirCover applies only to Airbnb bookings. It does not cover Booking.com, Vrbo or direct bookings.
  • It does not produce a formal insurance policy document with a policy number, which is required by the BDSR upload process.
  • It does not cover third-party damage to neighbouring properties.
  • Claims are processed by Airbnb under Airbnb's terms, not under Italian insurance law.

You must have a separate Italian or EU-recognised RC policy regardless of AirCover.

How non-residents can obtain Italian RC insurance

Obtaining Italian STR insurance as a non-resident is straightforward but requires advance planning. All three insurers reviewed in this guide offer online applications accessible without an Italian bank account. What you will need regardless of insurer:

  • Italian codice fiscale: your Italian tax identification code. UK, Irish and EU nationals can obtain this for free at any Italian consulate in their home country, or at an Agenzia delle Entrate office in Italy. US citizens can also obtain it through the Italian consulate. Processing takes 1-5 working days in person or by post.
  • Property details: full Italian address, cadastral data (foglio, particella, subalterno from the visura catastale), and approximate floor area.
  • Payment method: all three insurers accept international credit cards (Visa, Mastercard). Helvetia and Allianz allow fully online purchase. Generali requires contact with an agent.

Helvetia CasaProtetta: analysis for foreign owners

Helvetia's CasaProtetta product with the tourist rental extension is the most popular choice among foreign owners of Italian STR properties in 2026. Key features:

  • Third-party liability coverage with a base limit of 500.000 EUR (options for 1M and 2M EUR available as upgrades).
  • Explicit coverage for tourist rental activity without prior notification for each individual stay.
  • Legal protection up to 10.000 EUR for disputes with guests.
  • Fully online application and digital policy document (PDF) issued immediately.

Annual cost for a standard two-bedroom apartment (60-80 sqm) with 500.000 EUR limit: 80-130 EUR per year. The fully online process is the main advantage for non-residents: you can complete the application, pay and receive the policy document within 30 minutes, ready to upload to the BDSR portal. The policy can be set to auto-renew, which is particularly valuable for owners managing properties remotely from the UK or US.

Generali Protezione Casa: analysis for foreign owners

Generali introduced an explicit short-term rental extension to its Protezione Casa product in 2024. Key features:

  • Third-party liability with a standard base limit of 1.000.000 EUR (the highest base limit among the three products reviewed).
  • Coverage for guest-caused damage plus owner liability for property defects.
  • Contents damage extension (fire, water, explosion) up to 200.000 EUR.
  • Legal protection up to 15.000 EUR.

Annual cost: 100-180 EUR per year for a standard apartment. The higher base liability limit of 1 million EUR without needing an upgrade makes Generali a strong choice for owners who want maximum protection at a reasonable price. The main limitation for non-residents is that the application is not fully online: you need to contact a Generali agent either by phone or in person. For owners managing from abroad, an Italian property manager or fiscal representative can handle this on your behalf.

Allianz Piano Casa: analysis for foreign owners

Allianz offers the Piano Casa product with an optional tourist rental module. Key features:

  • Third-party liability with a base limit of 500.000 EUR, extendable to 2.000.000 EUR.
  • Explicit coverage for tenant-occupier (conduttore) liability: important if you are subletting rather than owning.
  • 24/7 emergency technical assistance (plumber, electrician) included.
  • No prior notification required for individual rental periods.

Annual cost: 50-90 EUR per year for the base plan, making it the most affordable of the three. Fully online application with immediate PDF policy document. The 24/7 emergency assistance is particularly useful for remote owners: if a guest reports a plumbing failure, Allianz arranges a local technician without requiring you to coordinate from abroad.

How to upload your policy to the BDSR portal

Once you have your policy in PDF format, the upload process in the BDSR portal follows these steps:

  • Log in to the BDSR portal (bdsr.ministeroturismo.gov.it) using SPID Level 2 or CIE 3.0. Non-residents can use SPID with a SIOPE card or an Italian digital identity obtained through authorised providers.
  • In the Documents section, select "Polizza assicurativa RC".
  • Upload the PDF policy document (maximum 5 MB).
  • Enter the policy number, insurer name and expiry date in the corresponding fields.
  • Save and wait for validation (1-2 working days).

Consequences of operating without a valid RC policy

  • CIN denial or revocation: without a valid policy, the CIN application is rejected. If the policy expires during the activity, the CIN can be suspended following BDSR checks.
  • Administrative fines: operating without a valid CIN (including because it was revoked due to expired insurance) incurs fines of 800 to 8.000 EUR per rental period under DL 145/2023 Art. 13-ter.
  • Unlimited personal liability: without adequate RC coverage, you are personally liable for any injury to a guest or damage to neighbouring property. A severe injury claim under Italian civil law can result in damages running to hundreds of thousands of euros.

For a UK or US owner with a single Italian apartment seeking the simplest online process with strong coverage, Helvetia CasaProtetta at 80-130 EUR per year offers the best combination of online convenience, explicit STR coverage and adequate limits.
