The Codice Identificativo Nazionale (CIN, national identification code) is the prerequisite for listing a property on Airbnb, Booking, Expedia. The Ministry of Tourism's BDSR system has been LIVE since 1 January 2025. From 20 May 2026, platforms are required to verify the CIN for every listing (EU Reg. 2024/1028).
Along with the CIN application, a self-certification is required attesting the presence of a fire extinguisher, gas and CO detector, escape route signage and an emergency phone number (DL 145/2023 art. 13-ter para. 6). Every guest must be reported to the Questura (police headquarters) within 24 hours via the Alloggiati Web portal (TULPS art. 109).
You collect the tourist tax (imposta di soggiorno) from the guest, pay it to the Comune (municipality) and file the annual return by 30 June. Guests' personal data falls under the GDPR (EU Reg. 2016/679): you need a privacy notice, a legal basis and a record of processing activities.
Maximum penalties set by law

CIN: no code means your listing gets removed
The CIN is the prerequisite for listing a property on Airbnb, Booking, Expedia. From 20 May 2026, platforms are required to verify the CIN for every listing (EU Reg. 2024/1028, DL 145/2023 art. 13-ter).

Alloggiati Web forms within 24h
Every guest (Italian or foreign) must be reported to the Questura (police headquarters) within 24 hours of check-in via the Alloggiati Web portal (TULPS art. 109, DM 07.01.2013). A copy of the ID document is kept for 5 years.
Tourist tax paid to the Comune
You collect the levy from the guest, pay it to the Comune (municipality) and file the annual return by 30 June (DL 23/2011 art. 4). Rates: Florence €5.90/person/night, Rome up to €7, Milan €4-7.
GDPR and CCTV: a visible notice
Cameras outside the entrance? You need a visible information sign, a stated purpose and limited image retention (Italian Data Protection Authority ruling 2010, GDPR art. 13). Cameras in the guest's private spaces (bedrooms, bathrooms) are prohibited.
