The starting point: where did these rules come from?
In 2022 the European Commission proposed a regulation to harmonise the collection and sharing of short-term rental data across all EU member states. After two years of work, on 11 April 2024 the European Parliament and the Council adopted Regulation 2024/1028. The act applies directly in all 27 member states from 20 May 2026, but it simultaneously requires the preparation of national infrastructure: registration systems, implementing legislation and enforcement authorities.
In Poland this infrastructure is being built behind the EU schedule. Hence the gap between the "formal" date (20 May 2026) and the "practical" date (autumn 2026).

What each stage means in practice
20 May 2026: symbolic, not operational
EU Regulation 2024/1028 applies in all EU countries from 20 May. In Poland, however, there is no place to apply for a CWTON number because the IT system does not exist. There is also no legal basis for fines, because Poland's UC135 act has not been passed. Booking.com and Airbnb have officially confirmed they cannot require registration numbers from Polish hosts because there is no register against which they can verify data.

15 October 2026: the real start date
Deputy Minister of Sport and Tourism Ireneusz Raś confirmed on 15 April 2026 that at the request of local governments the deadline for municipalities to prepare local databases and start accepting registrations is moved to 15 October 2026. This is when municipal offices should be ready to process applications and issue CWTON numbers.
For a property owner this means that real registration is an autumn 2026 matter. Once the system is live, booking platforms will verify numbers and progressively require them in listings. January 2029: restriction zones
UC135 will allow municipalities to designate zones where short-term rentals are prohibited or restricted. This instrument does not come into force until January 2029, giving local governments time to prepare resolutions and owners time to adapt. January 2031: full fire safety requirements
The new rules also introduce full fire safety requirements for short-term rental properties, confirmed by the fire service. How to prepare before October 2026
You have several months for calm preparation. Here is a list of things you can do now so that autumn is not stressful:
- Establish your legal title to the property. Registration will require proof of right to use the property. If you sublet on the basis of a lease agreement, make sure the agreement includes the relevant subletting clauses.
- Get a Trusted Profile. Registration through gov.pl requires authentication with a Trusted Profile (Profil Zaufany) or e-ID. You can set one up through your online banking in about five minutes.
- Sort out your basic compliance documents. Registration will require declarations of compliance with safety requirements. Check the full host document checklist.

Can the dates in the timeline shift again?
Yes. The timeline is based on the current state of the legislative process and Ministry of Sport and Tourism communications. If parliamentary work on UC135 runs long, all subsequent dates will shift accordingly. It is also possible (though less likely) that the process accelerates. Treat 15 October 2026 as the earliest realistic scenario.
What happens if I do not register in October 2026?
Once the CWTON system is live, booking platforms will start requiring registration numbers in listings. Listings without a number will be hidden or removed. Will all municipalities be ready on 15 October 2026 simultaneously?
