The Número de Registro Único de Alquiler (NRUA) is a prerequisite for listing a short-term rental on Airbnb, Booking, Vrbo. The Ventanilla Única Digital (Registradores de España) has been LIVE since 02/01/2025 and mandatory since 01/07/2025. From 20 May 2026 the platforms are required to verify the NRUA on every listing (EU Reg. 2024/1028).
Every guest (Spanish or foreign) must be reported to the Ministerio del Interior through the SES.HOSPEDAJES system at the moment of check-in (RD 933/2021, in force since 02/12/2024). That's 42+ fields per guest, retained for 3 years. In Catalonia the Mossos d'Esquadra system is used; in the Basque Country, the Ertzaintza.
17 autonomous communities (comunidades autónomas), 17 different sets of rules. The NRUA is national, but the tourism registration depends on your community: VFT in Andalusia, HUT in Catalonia, ETV in the Balearics, VV in the Canary Islands, VUT in Madrid, VT in the Valencian Community. Each community has its own identification plaque, registration code, complaint forms (hojas de reclamaciones) and, in some cases, mandatory liability insurance.
Maximum penalties set out by law
- Up to €600,000 — maximum penalty set out by regional legislation (Catalonia, Balearics, Valencian Community)
- Up to €30,000 — maximum penalty for the platform for failure to report to SES.HOSPEDAJES (RD 933/2021)
- Listing removal — the platforms are required to verify the NRUA on every listing (EU Reg. 2024/1028). Removal deadline: 48 hours

GDPR and LOPDGDD: you are the data controller
You collect DNI, passport, phone, email and payment data. This makes you the data controller (EU Reg. 2016/679 art. 4.7 + LO 3/2018 LOPDGDD). You need: a privacy policy, a record of processing activities (art. 30), a documented legal basis, retention periods.

The NRUA is national, but the tourism registration depends on your comunidad autónoma: VFT in Andalusia (Decreto 31/2024), HUT in Catalonia (Decret-llei 2/2025, Barcelona moratorium Plan 2028), ETV in the Balearics (Decret-Llei 4/2025), VV in the Canary Islands (Ley 6/2025), VUT in Madrid (CIVUT mandatory), VT in the Valencian Community.
Modelo 210 and 179: the AEAT cross-checks data with the platforms
Non-residents file Modelo 210 (IRNR) quarterly. The platforms file Modelo 179 each quarter with each host's data (DAC7 + LGT). The AEAT cross-checks both. Resident IRPF 19-47% / non-resident IRNR 24% (EU: 19%) / IVA 21% if you provide hotel-type services.

The Ventanilla Única Digital has been active since January 2025. Those who start early avoid the May queues: in February 2026 the Ministerio de Vivienda reported 86,275 listings flagged for removal. Obtaining the NRUA + regional registration + parte de viajeros usually takes 2-4 weeks.
